When they said Cutler was coming in to start the 2nd half, I was really disappointed. But when they showed it was Todd Collins instead of Hanie, I was in even more shock. I thought Hanie was surely our #2 and can at least scramble and make plays, they surely needed someone to get a few first downs and let the defense take a break.
reason is hanie was the 'scout team" Qb( and #3 and inactive for game, unless an injury) the past week, with Todd getting the game plan and rep's with the #1's as the back up.. So not a suprise at all he came in first. think this week Hanie is probably the #2,but we should hear more about that later today.. here are the rules:

So, the NFL instituted the "Emergency Quarterback Rule" -- it allowed teams to designate a 46th player but ONLY if he was the 3rd string quarterback. The NFL added some restrictions to the rule so that teams wouldn't cheat and try to get away with 46 active players. the NFL mandated that if the 3rd QB takes a snap before the 4th quarter (I believe) then he must play the rest of the game,
