By my standards not yet. One NFL record though very impressive doesn't guarantee HOF to me without more all around performance. Does the Vikings Adrian Peterson deserve the HOF for his first year rushing records? Not to me. As said previously Dent certainly deserves it more than Hester as of now. Yes I know many players of less talent are in and that has tarnished the hall IMO. However Hester IS well on his way to the HOF.

the difference between hester and peterson in terms of records is hester's is a CAREER record. if peterson sets a career mark for touchdowns or yards by a rb, he would no doubt be in the HOF. Hester has returned kicks at such a ridiculous rate that he has more than anybody has had ever in their entire career in only 5 seasons.
i believe a single season or single game record should not get one into the HOF, but if someone holds a career record at a position, how can they not be in the HOF? hester has done what nobody else has ever done. he is the most feared player in the sense that teams have to alter their game plan specifically for him.

did some research on the game situations of some of the games top returners (touchdowns wise, including playoffs)
Hester - 16 total returns (including missed field goal and superbowl)
7 in the 4th quarter
9 tied game or gave bears the lead (3 in the 4th quarter, 3 were games first score)
6 in divisional games
10-4 bears record in games where hester has a return TD (has two 2TD games)
2 in division CLINCHING games
1 in superbowl (duh)
5 on monday night
Cribbs - 10 total returns
2 fourth quarter
4 divisional games
5 tied game or game team lead (1 in fourth quarter)
2-7 in games where he had return td (has one 2TD game)
Brian Mitchell - 14 total returns (inc. playoffs)
1 in fourth quarter
5 in divisional games
6 tied game or gave team lead (3 of them were the games first score)
1 in playoff game
10-4 team record where mitchell has a return td
Dante Hall - 13 total returns (incl. playoffs)
4 in fourth quarter
3 in divisional games

conclusion: Hester is the best AND most clutch. 7 of his returns coming in the 4th quarter, 9 tying the game or giving them the lead! Brian mitchell only had 1 return in the 4th quarter in his career, cribbs two, and hall four. hester has as many as them COMBINED in the 4th quarter. over half of hesters returns have tied or given the bears the lead, the other three guys: less than half. hester has 5 returns on monday night, 6 in divisional games and one in the superbowl. who can say this guy doesnt love the pressure and the spotlight? he is THE MAN in big games. dont just look at the numbers, even though hester is the best in that standpoint, but look at the SITUATIONS he has all of these returns in. they are big returns in big moments.

Then by that logic, Gale Sayers should never have made the Hall of Fame. He only had four or five productive years as a player.

While I do believe that Hester will eventually make the Hall of Fame because of his dynamic kick return abilities, I think he needs to be retooled at the slot receiver position in order to give him something to quantify his statistics more. Most of the time, you aren't going to see a player get into the Pro Football Hall of Fame based on kick returns alone. Deion Sanders is in the Hall of Fame because he was one of the greatest cornerbacks of all time, and he also added the dimension of being a receiver as well as a kick returner. Hester needs to be solidified as a more dynamic wide receiver in order to help his cause, I think, is what I'm trying to say.
