For what it's worth Antoine Winfield was fined $7500 for the hit on cutler, despite it CLEARLY not being malicious. Which is why there was no penalty called during the game.

Yeah, he led with the helmet. Watching the replay it is obvious.

On a side note... does anyone else feel these fines need to be percentages of salary rather than set numbers? At the rate he's paid, Peppers probably made $10k just by scratching his nuts on the sidelines.
A league minimum guy would get hurt by some of the fines they hand out.

Agreed, but some players could get find a pretty stiff amount depending the fine. Even at 1% A player making say, 10 Million a year would only be out 100K. A noticeable chunk missing, but probably wont be hurt by it.

The bottom line is that if they keep tightening up the rules soon you'll never see a Dlineman with double digit sacks unless the guy is under 6' 2".

Honestly, i dont think they should be fined at all. I think fines should be reserved for blatantly egregious behavior. What they should do is stick to penalties, but keep track of how many of these helmet-to-helmet penalties a player racks up. If someone becomes a frequent offender (showing no signs of adjusting their play style to avoid these contacts), then start suspending them...one game, 2 games, 4 games, etc. That way they WILL lose a percentage of their pay, and also will hurt their team. But its also fair in that if its an accidental hit on a rare occasion, then that player will only be subject to the penalty.
