There are some conflicting reports on his 40 time at the 2006 Combine. Wikianswers has him at 4.27 but footballs future has him at 4.33 and fumbled.org at 4.45. He ran his fastest ever time at his Miami pro day, 4.24 which would equal CJ 2008 Combine.
I guess no matter what the correct time is we've all seen what he can do when he turns on the jets and goes into after burner. No matter who has the best top end speed I doubt there's anyone who accelerates through an opening on a kick off or punt return any faster than he does. Once he turns upfield one good block and he's gone johnson!
