I was kinda thinking along those lines too. The real problem is who? Are there any OC's out there with a good enough pedigree to become Head Coaches? I think there's a 50-50 chance nobody of any stature will come in on a two year deal where only the first year is assured and there's little or no chance of them taking over the team.
It wouldn't surprise me to see Tice getting the nod and a guy like Jeremy Bates brought in as his Assistant OC/QB coach and playcaller. I think we get closer to keeping some continuity that way than we do with a guy with an entirely different approach. Not everything that Martz did was bad but for some reason he refused to stay with what worked and always slid back into his old ways.
If Tice could borrow from that and let a team like Bates and Cutler run the on the field show while he continues to coach the line and devise the right blocking schemes for those guys and co-ordinates the game plans we may be able to make a very smooth transition. I believe Tice knows his stuff and Bates and Cutler had a very positive relationship here in Denver.
Lovie knows he can't miss on getting the right OC this time or he may well end up like Angelo. There may be less risk in giving the offense over to Tice who he knows he can trust and let Cutler have a big say in how to put it in action on the field. Once he started doing things his way this past season he began to look like the All Pro QB we all know he can be.

Lovie is at a crossroads right now. He is going to be at the mercy of this GM coming in despite the fact his job is safe for another year. The GM may decide to take matters into his own hands by hiring a OC himself and leaving little to the devices of Lovie Smith. I don't know how this normally works, but the culture around Halas Hall is obviously changing and for the better. This GM who comes in may be very aggressive in his handling of Lovie.

The GM won't dictate who Lovie wants on his coaching staff so the final decision on the OC will be Lovies alone. That's why after so many misses he can't afford to make another bad choice. Tice may well be the safest choice he can make if he wants to keep some cohesiveness in the offense. Outside of passing the ball way to much under Martz and those 7 step drops he insisted on the basic offense was pretty sound and would have been more effective if Martz had stayed more controlled in his play calling.
In his interview with John Clayton ESPN's Tom Waddle asked him about HC candidates. Clayton said that Jeff Fisher was the top guy in a small and not too great group. That's probably the principal reason why Lovie was retained. There just isn't anyone out their to replace him that the Bears feel could do any better.
Clayton said that Gruden seems to enjoy the broadcasting booth too much which I can understand because he's more outgoing and opinionated and that Cowher is most interested in coaching the Giants after Coughlin retires but he's looking for a salary of $7-$8 mil per year and a strong say in personnel matters. That pretty much eliminates him from consideration by the Bears.

In my estimation, Cowher is hardly any better than Jeff Fisher, and what's worse is that it would require a drastic change in defensive philosophy (from a 4-4 to a 3-4 defense) if he were brought in. Jeff Fisher was an excellent coach for the Titans despite Bud Adams not helping him out with getting big stars to play for him. That being said, I agree that it would essentially be a lateral movement bring Jeff Fisher in to replace Lovie Smith.

The thing about Cowher is that he's rumored to be interested in the NY Giants job if and when Coughlin goes. It's also been said that he wants $7-$8 mil per year to coach again so that pretty much assures that only a big market team or one with very deep pockets will bite. Since I don't see the Bears paying him that kind of money my guess is that he'll just bide his time until the Giants gig opens up.
