I'm guessing but yeah, it's probably based both on the type of official (referees probably make more than a back judge) and their experience. If demoting them for being a poor crew was actually done than Terry McCauley should be drummed out of the league instead of refereeing the Super Bowl. I think it would take a pretty long list of foulups before anything happens.
If they hired the referees as full time guys and let them hire and run their own crews you might see more of it but I don't know if the NFL wants to give them that much authority. There's really no good solution that will solve all of the problems and despite whatever minor problems they may have the NFL's motto is don't fix it until it's broken beyond all repair. You could see a lot of that side of them during the lockout last year.
I'm getting to that age where a lifetime warranty just doesn't mean as much to me anymore as an afternoon nap.
