That's exactly what he did after he fired Bears Pro Personnel Director; Bobby DePaul and College Personnel Director; Greg Gabriel two years ago. Emery's not wasting any time. They haven't even had the press conference to announce his hire yet have they? If this is true I'd say he a little more than just plain decisive, uber decisive would be more like it.
I can't say I'm sorry to see Ruskell go but I did think he'd keep him around at least until after free agency and the draft.
A league source said it was decided that new general manager Phil Emery should be able to structure the department the way he sees fit and hire the people who best fit the roles he creates.
The Bears will have a director of pro scouting and a director of college scouting, neither of which they have had since Ruskell has been with the team. It is unlikely the Bears will have a personnel director.

That all makes perfect sense Windy. By in large Phil Emery is the Bears Personnel Director. He's was hired to be a talent evaluator, not a money man. I think his administrative functions are limited to that area and that area alone.
I believe Cliff Stein is more of a Director of Football Operation and an extension of Ted Phillips as the money man in the organization. The Bears have never given carte blanche to any GM they've ever had including Jim Finks or Jerry Vainisi two of their best.
Phil Emery's job is to get this team turned around quickly with a blend of new vet and rookie talent and then develop the future around the draft. Free Agency is getting more expensive all the time but rookie contracts just got one hell of a lot cheaper because of the new CBA. Common sense says that's the less expensive way to go.
Oh yeah baby! Emery barely has one foot in the door and he's already restructuring things to his liking. That's just great news! I'll be interested in seeing what he does in the draft, but then again, doesn't everyone?
