Potential is a funny word brother. It's very nebulous and used by those of us who don't want to appear to overly committed to a position or situation. It sounds more likely than "could" and in this context means the same thing.

It's another one of those "just cause I said it don't mean it's true" words. It's like me saying I have the potential of playing a guitar as well as Eric Clapton. Only the fact that I do play the guitar makes this "potentially" true but only believable to a drunk or a mental incompetent.
