Because that's how it works, right? Scheduling these things during the offseason has to be a very tricky thing and there are VASTLY worse options than an eight year NFL vet like McCown for sharpening your tools. You can say he was barely average, but he was a hell of a lot more than I expected for a guy coming in off the street week 12. He is a quality person who spent his couple seasons off volunteering as a coach, so maybe, just maybe, he is a guy you want showing a young man the ropes from NFL routes to NFL behavior.

I never said anything about McCowns character; character does not equate to performance. He could be a F'n saint. And being a coach doesn't equate to being a good one.
