We lost Danieal Manning because Angelo didn't want to pay him. He went out and, instead of signing premium talent on the free agent market like the Harvey Dahls, the Tyson Clabo's, the Justin Blalocks, etc., we opted to go after Roy Williams, Brandon Meriweather, Sam Hurd, etc. Essentially, Angelo went dumpster diving for either cheap talent last year despite having a lot of cap space at his disposal to use, or he overspent on washed-up, has-been players.
Angelo was cheap, but George McCaskey wasn't. He fired Angelo for his fuck ups and hired the far more proactive general manager in Phil Emery. Emery has spent money in the appropriate places this season, made key trades (Marshall, anyone?), and had an excellent draft according to most credible draft experts. The Bears are, at least on paper, light years ahead of where they were last year, and that's because of the change in the culture in the front at both the top (George McCaskey) and at the GM level (Emery).
