Seems like this is a popular subject for fans, a packer fan, obviously would know more then I do about their drafts already did this:

5- CB AHMAD CARROLL (2004/1st/25): Along with Thomas and Washington, he was part of a draft class so bad that Vinny Cerrato laughs at it. The former Arkansas star ran fast, but he lacked height and had absolutely no instincts. Thompson couldn’t wait to get rid of him, and he did just that early in the ’06 season.
4- CB TERRELL BUCKLEY (1992/1st/5): Wolf’s first pick as GM was one of his worst. He chose the diminutive former Florida State star over local hero Troy Vincent and lived to regret it. Buckley wound up intercepting 50 passes in 14 seasons, but his three years in Green Bay had far more lows than highs.
3- QB BRIAN BROHM (2008/2nd/56): There aren’t too many Thompson picks on the list, but here’s the second of three. The former Louisville star was a prolific passer in college, but he looked scared from the moment he arrived in Green Bay. He was so bad that the Packers parted ways with him after only one season.
2- DL JUSTIN HARRELL (2007/1st/16): Here’s the second Thompson pick, and it’s a doozy. The former Tennessee star battled injuries in college and his bad luck continued in the NFL. But it wouldn’t be fair to place all the blame on injuries for his disappointing three-year career. He showed little even when healthy.
1- DL JAMAL REYNOLDS (2001/1st/10): We still don’t know who was responsible for this pick. Wolf and Sherman have blamed each other for years. The former Florida State star never showed any of the explosiveness he flashed in college. Without that, he had no answer for tackles who outweighed him by 60 pounds.

OMG I think we could do this w/just the Millen era for Det..man if anyone made JA look like a GM guru this doof did.

But lets take a look. Again I found a guy that seems to have analyzed this for his fav team.

1. 2003: Detroit selects Charles Rogers 2nd overall. As drafts go, this may be the worst in the history of the Lions top to bottom. After all, it produced two other all-stars in Artose Pinner and Boss Bailey. As wide receiver busts go, Rogers may be the heavyweight champion. Literally. He made big plays at Michigan State, but got lazy once reaching the NFL and became more remembered for his marajuana addiction and collarbone injuries than any touchdown catches. Worst of all, one pick later, the Houston Texans took Andre Johnson, who has become one of the best recievers in the game. All Millen had to do was take the right receiver, and he even failed at that! That is, of course, until 2007.

3. 2002: Detroit selects Joey Harrington 3rd overall. Ah, what would a countdown of the worst Lions’ draft picks be without “Joey Blueskies.” Instead of becoming the savior, Harrington was the problem, and never properly developed. He was probably the worst possible choice to take over under center for the Lions. Worse yet, he had a bad attitude about playing in Detroit, and didn’t seem to embrace the challenge of turning around a terrible team. Marty Morhningwheg and Matt Millen hardly helped matters by throwing him into the fire too soon with a poor system, so the Harrington era was doomed from the start.

5. 2005: Detroit selects Mike Williams 10th overall. It would be hard to argue with anyone asserting that this was in fact the worst pick of the Matt Millen era. Again, Millen fell in love with a wide receiver, and once more he was lazy, unmotivated and accomplished nothing in Detroit. This time, the mistake was magnified by all the fantastic defensive talent coming off the board two picks later. DeMarcus Ware and Shawne Merriman both were selected immediately after Williams, and either would have certainly helped a terrible Lions’ defense. After Williams failed to pan out, the general hopelessness with the Millen regime had officially begun to set in.
Bonus: Kalimba Edwards 2002, Drew Stanton 2007, Jordan Dizon, 2008: Another trio of mysterious Millen picks, these ones coming in the second round. Edwards was a project from the beginning, and never lived up to his draft position, falling victim to injuries and poor play. The Lions sadly passed on Clinton Portis to get him. Stanton should have never been drafted as high as he was, especially considering the defensive talent Detroit passed on to get him. LaMarr Woodley and David Harris would look nice on this defense today, don’t you think? Dizon was a complete failure who didn’t fit at linebacker, and certainly made the Lions look like fools after his DUI. Perennial all-stars like DeSean Jackson and Ray Rice being taken after him also doesn’t help matters one bit.

I've removed that 1998 and 90 from the group and lets just keep the bonus guys instead...Millen deserves all the blame. lets all take a breath and thank God we weren't born Det fans.

Minni:

Dimitrius Underwood. if he isn't the biggest bust ever I'm not sure who is. Picked 29th over all, never played and after signing his deal left the team to never return. He did end up playing 1 year for the fin's and sucked.

Erasmus James, first round pick, one of many injury plagued players...but at least the next couple had good rookie years.

Michael Bennett, first round, had an awesome rookie year and b/c of injuries and fumbles never followed it up.

Kenechi Udeze, again first round had 1 good year and blew after that

Troy Williamson, how are you going to be the speed/deep ball guy for a team and claim you have bad depth perception? How did the Vikings not know about that?!?!?

Ya but I was being lazy and wanted to stay w/in the last 10-15 years. But no doubt T Mandy would head up that list. If you want to go back further, I'm sure we could find older ones for all the teams that make that list.
