    Replacement Referees Raising Concerns As NFL Season Looms

    After a replay review last week, the announcement came that a call had been upheld so Tampa Bay and Washington prepared to play on. Wait. The officials weren't quite ready.


    "We'll look at it one more time," replacement referee Jim Core told the crowd, the teams and the television audience.

    Delays could be a common theme for NFL games once the regular season begins this week, and there are bigger concerns than that.


    With no agreement with its locked-out referee union in sight, the league is planning to use replacements for at least the first week of the season. The new crews have seemed to work hard, but a seamless adjustment is impossible in such a short time. Many of the replacements are going from supervising small college games to policing the sport's best athletes in front of deafening 75,000-strong crowds.


    This all but promises more of the officiating mistakes that have punctuated otherwise-unimportant exhibition games. The questions – Can they keep the game safe? Can they keep up with the speed? Will they avoid game-changing errors? – will keep coming until the NFL and the regular refs reach a new collective bargaining agreement.


    "These crews have officiated our games many, many times. So I think you know and respect and trust their level of expertise and the type of game they are going to call," New Orleans quarterback Drew Brees said of the familiar crews and the looming change. "It's just like on a team if we say we're going to put five rookies in front of you and a bunch of first-year players catching the ball and running the football around you: You just don't have that same level of trust and confidence."


    The NFL insists it does.

    "Officiating is an imperfect science," Commissioner Roger Goodell said. "They're not going to be correct all the time, but we have systems in place to try to help." (Sure it is Saint Roger but there is a difference between a volatile substance being formulated by a guy with a PhD in Chemical Engineering and a first year HS student you twit and your about to find out exactly why!)



    The replacements the league is using aren't used to those systems. With major college refs staying loyal to their current responsibilities, the NFL had to recruit fill-ins from lower levels of the game where the rules are different, the crowds are small and the action unfolds at a slower pace.

    (We don't even get AAA minor league refs these guys are like D Class BB umps)


    "The replacement officials continue to improve every week as we continue to work intensively on their training. Overall, they are doing a good job," league spokesman Greg Aiello said.

    (Jeezus then I'd hate to see what you call a bad job. A bad rash improves over time too but it's annoying as all hell while you still have it.)


    Maybe so, but the gaffes have been glaring.


    Penalties called on the wrong players.

    Spots of the ball several yards off.
    Incomplete or inaccurate explanations of on-field rulings.


    In the very first exhibition game of 2012, referee Craig Ochoa announced that New Orleans won the coin toss. Except Arizona did. He immediately made the correction.


    Buffalo fans booed when a punt by the Bills was downed at the 4-yard line and the back judge nevertheless ruled the play a touchback. Coach Chan Gailey challenged, and the spot was changed.


    In Denver, officials misinterpreted Broncos coach John Fox's attempt to challenge the spot of the ball after the 49ers recovered their own fumble. Fox was actually assessed a 15-yard unsportsmanlike conduct penalty for challenging the recovery before an NFL rep talked with the crew for several minutes on the sideline. The flag was picked up without explanation. San Francisco coach Jim Harbaugh was hollering for the penalty. The refs, at least temporarily, bought his argument.


    Playing at Minnesota, San Diego coach Norv Turner had to throw two challenge flags after turnovers forced by his team were disallowed on the field but contradicted by video replays.


    Aiello said the league "cast a wide net and invited applications from experienced college football officials at all levels." Ochoa's crew at the Hall of Fame game on Aug. 6 included those with experience in the Arena League, the major college conferences and the NCAA Division II and Division III levels. Ochoa previously worked in the Big Ten – and, yes, the women's Lingerie Football League.(Seems to me that alone would make him better qualified to judge a wet tee shirt contest than an NFL Game. Maybe they should have used a smaller net.)


    So they know the sport, and they care enough about the profession to put themselves through the gauntlet that is a typical NFL game.


    "My concern is that the replacement referees get too cautious. In other words, the easiest way for them to disappear is to keep the flag in their pocket," said NBC television analyst Cris Collinsworth, a former receiver with the Bengals. "I think that even the players are starting to get a little sense of that right now, that maybe they can push the envelope just a little bit more than what they've done in the past. And if that's the case, then maybe we get players who get a little more aggressive than we would've seen otherwise."


    In 2011 with the regular officials, an average of 13 penalties for 109 yards was issued per preseason game. That number entering the finales last Thursday was up only slightly for 2012, an average of 13.4 penalties for 117.7 yards per exhibition game, according to research by STATS LLC.

    Teams are under orders not to criticize the officiating. Thus, much of the August analysis has been couched in diplomacy.

    (Of course they are which means the comments below mean absolutely nothing other than the fact that the truth is exactly 180 degrees opposite the sentiments expressed)


    "They're trying their hearts out," Philadelphia coach Andy Reid said.


    Said St. Louis coach Jeff Fisher: "Even in games where you have your regular officials there are going to be penalties that are missed, OK?"


    Quipped Chicago coach Lovie Smith: "We complain. It doesn't matter who's over there."

    (Now these comments actually mean something since they can't order the players not to comment truthfully)


    Players have been more outspoken. Bears kicker Robbie Gould called the replacement refs "clueless" on Twitter and rhetorically asked the NFL when it stopped "caring about the integrity of the game."


    Minnesota quarterback Sage Rosenfels tweeted about "watching lowlights" from the "overmatched" officials in preseason games and predicted a "PR mess" for the league if the regulars aren't returned.


    "We're fortunate because we can look at the big screen and see the replays, but it's tough for them," Indianapolis safety Antoine Bethea said.


    Vikings punter Chris Kluwe pointed to the fine line between success and failure in this ultra-competitive league.


    "Look at last year: The Giants, the eventual Super Bowl champions, they were one game out from not making the playoffs," Kluwe said. "So if you get one bad call that takes a game the complete other way, the entire season's different."


    The NFL and the NFL Referees Association, which covers more than 120 on-field officials, are at odds over salary, retirement benefits and operational issues. The NFL has said its offer includes annual pay increases that could earn an experienced official more than $200,000 annually by 2018. The NFLRA has disputed the value of the proposal, insisting it would ultimately reduce their compensation.


    Part of the league's plan is also to begin hiring some full-time officials. Currently, they're all part-timers who have other jobs during the week.

    The two sides met Saturday but came away with no agreement and no announced date to meet again. So Week 1 in 2012 probably will be like Week 1 in 2001. That year, the NFL used replacements for the first week of the regular season before a contract was finalized.


    NFL policy generally prohibits officials from speaking to the media, and the replacements are no exception. Little is known about what they've seen, heard and felt over the past month. But those who have lived it before have a good idea.

    Tom Perrault, the supervisor of officials for the Minnesota Intercollegiate Athletic Conference, an NCAA Division III league, spent 40 years on the field refereeing games at all college levels including the Big Ten. As he worked his way up, he found the differences from division to division difficult to adjust to. "Every transition for me was a big challenge. It took me three to five years before I really felt comfortable working with the speed and the size of those players," Perrault said.


    Plus, there's the scrutiny that comes with the NFL game.

    "Just the atmosphere and the intensity and the electricity of those stadiums, they've never experienced that before on that field while trying to concentrate and having the best athletes in the world playing football," Perrault said.

    This is unquestionably a recipe for disaster we just don't know how big of a disaster yet. I can envision all kinds of mystifying calls that shouldn't be coupled with all kinds of missed calls that should be.

    The more clever OLineman will get away with holding more than ever and if the refs don't protect defenseless players in accordance with the rules it's gonna be open season on QBs and WRs. All it's gonna take is for one contender to lose a top QB because of continued roughing that isn't being called or a WR whose ribs get caved in an the fans will be howling for Goodell's ass and they should be.

    I'm disgusted and yet I sit at home and watch for nothing or head to a local sports bar and the cost of watching the game is a couple of diet cokes or a bloody beer. I feel bad for you guys with season tickets who are paying full price for a defective product all because of the ongoing arrogance of the NFL owner and league officials. I'd ask for a partial refund if it was me.

    As opposed to last season when there weree none? There are always bad calls, not just a few, it's a solid 2-3 per qtr.

    The more clever OLineman will get away with holding more than ever and if the refs don't protect defenseless players in accordance with the rules it's gonna be open season on QBs and WRs. All it's gonna take is for one contender to lose a top QB because of continued roughing that isn't being called or a WR whose ribs get caved in an the fans will be howling for Goodell's ass and they should be.

    While I agree that there will always be some missed calls, I also believe it is a question of magnitude of missed calls. I've been watching pre-season games (not just our Bears) and the bad calls are epic. Where did they find these guys? Seriously, I'm not trying to be dramatic here.

    These guys flat stink. It will alter game outcomes. That's a given. Even with replays, you're going to have train wrecks. I just don't understand how billion dollar franchises, with millionaire players, can't throw a bone to the refs and pay them more. The NFL has ANNUAL revenues of just under $10-BILLION dollars. Ten Billion.

    It's like a multi-billion dollar business suddenly deciding to do their shipping via minimum wage 16 year olds in beater 1970 Ford Pintos because they refuse to use professional shippers. Stupid. Stupid. Stupid.

    Backlash will force the NFL to either get the real refs back with a quickness, or allow unlimited challenges, making the game dull, which will be the delayed version of getting the refs back with a quickness.

    I honestly can't wait to watch, tho, cause I know somehow, Dane Sanzenbacher is gonna get credited with a touchdown, defensive pass interference and roughing the quarterback on the same play; only this "play" will be the opening coin toss.

    Fair enough Ric but the first time you make a post complaining that we got screwed because of bad officiating I'm gonna repost this and ask you what you think now.

    Ric they aren't just making a few bad calls. They don't even know the NFL rules. They try to miss spot the ball on the 27 yard line after a touchback! They call a touchback on a ball that was downed before it even got near the endzone. I watched them call an interception an incomplete pass on a play that was so obvious you or I could have called it from the initial TV sot of it. We wouldn't even have needed replay.

    They make a call in the Bears vs Giants game that gives NY an untimed play at the end of the 1st Q which Coughlin never asked for and was confused about himself. They assessed a penalty on John Fox in a Broncos game I watch because he threw a challenge flag and walked out on the field to speak with the ref when he denied him even the opportunity to challenge the call!!! The NFL Director of Officials had to tell them to pick up the flag and that what he did wasn't cause for a penalty.

    Ric this isn't just a few bad calls. These guys can't even handle a preseason game with out screwing up what's gonna happen when the speed of the game picks up, the games count and fans are screaming for their scalps? These guys are not ready to officiate at this level and that is a fact not and opinion. Here's my support for it.

    Soul, And they have gotten better each week, in one of the pre season games the announcers even mentioned it, the stealers 4th pre game. Again I'm all for the refs on this one, but I know they are bad also.

    But their pre season games are their learning curve, this is where they are getting used to the rules. And they have improved each week.

    BUT it was the correct ruling, they were just supposed to ask the HC; ever see a ref call that before? No so in that NY/CHI game they actually showed they knew more of the playbook then the reg refs apparently are aware of.

    I complain each week about the officiating, So now w/replacements I'm not? makes no sense man. Of course these guys will be bad and worse then the normal refs, I just don't think it's the gap you see it as.

    It's cool that you see it that way Ric. We may be watching different games (other than the Bears games).

    They look like baffoons to me. The games I'm watching (and I watch a LOT of football) they are NOT getting better. They stink. Period.

    You owe it to yourself to youtube the Giants/Patriots officiating fiasco. In my entire life, I've never seen anything quite like that. Replay can't even save these guys.
