I don't believe we'll have to draft a TE #1 next year. Emery will have a much easier time of improving the TE position than the WR position. A mid draft pick, FA, or trade a low choice for Cook for example. I think the bigger need is injecting OL talent into the existing line so there isn't as much chip help.
Imagine chipping just 20-30% less than now would give a lot more tactical flexibility to help sustain drives. There is only so much you can do with leak-out routes.
That is when or if the play calling improves
