Kind of a "rope a dope" strategy huh? If he gets open deep throw him the ball but if not then Marshall should be open so you throw him the ball. Then rest, rinse, and repeat! I get it.

I'm beginning to think that Hester is all used up. He hasn't returned a kick yet for a touchdown, nor has he made any major head way with his receiving exploits other than that one bomb he caught for a touchdown against Dallas.

Used up would mean team's dont care about him, and 2 games ago the team wouldn't kick
to him, so he still has SOME game left. I THINK just use him on KR / PR ONLY.

Teams are scared to kick the ball to him and when they do it is nearly impossible for him to do much. If he runs one back soon expect teams to not kick to him for a very long time.

In his acceptance speach for OC of the year, Tice says "It's all about the personnel. Everyone knows how much I like J'Marcus. If it wasn't for him, we wouldn't have come up that 2 yard bubble screen. We may have had to pass it downfield. Everyone does that. We have the people that allow us to run these 2 yard bubble screens and we take advantage of that. I've personnally come up with the sack play that allows us to take a quick sack and avoid a timeout. Just innovative things like that that no one else is doing. I pride myself in that. I need to leave now or I'm going to be in the buffet line behind J'Marcus and that means I have to go out and eat."

This pic was reportedly taken at Soldier Field (hence the divots, mud and grass). I think that is Mike Tice in the front, but can't be sure.

My league sources have confirmed that the Hester package has been ruled a fan safety issue and cannot be executed this season. The league is busy raising money to retro-fit all 32 stadiums with 15 inch protective glass structures between the seats and the field. The league is requiring all franchise owners to put seat-belts in every seat in the stadium. Bleacher stadiums are a particular problem and all bleachers must be removed and seats installed (with seat-belts).
Referees are being required to buy blast protection gear as you have pictured but it is unclear who will pay for it. The league is threatening to lock out the ref's again over the issue so we could see replacement ref's again next season if an agreement isn't reached.

The sad truth about the "Hester Package" is that we do not have the coaching talent to truly take advantage of Hesters skills and use them to create a viable offensive threat.
I just don't think that martz was able to and don't think Tice is able to. This begs the question that if we are not really able to take advantage of Hester other than as a regular WR (for which I would say he is only average), then where is his value?
I think his value always was on returns and that we neutered that threat when we tried to make him a #1 WR. That was misguided. Hester has the biggest return threat the game has ever seen and should have blown past all records so far that no one would catch him for years. As it sits, he has not had a return for a score in a while.
It is sad to think about, but that is the reality.
