    The institutional failure of the Bears offense is even worse than most seem to realize.

    Not only has it failed to improve in the Jay Cutler era, the team has overpaid for that failure. An offseason investment of tens of millions of dollars has done nothing to improve a chronic problem. With back-room accountants hurriedly working the family abacus to deal with the fiscal cliff known as Cutler's next contract, you can't help but wonder if anybody sees what is happening here.

    Bags of money were squandered, but over the last two weeks the Bears have managed 13 total points in a pair of benchmark games. That reveals who they really are. And it has been a cruel revelation to behold. The Bears are the franchise that has fielded half a team for decades and last thrilled the nation when running the T-formation.

    It's worse than that, really. Cutler was a Pro Bowl quarterback overseeing the No. 3 offense in the NFL when a deal was made with the Broncos to bring him to Chicago, and presumably the newfangled concept of the forward pass along with him, in 2009.

    That season the Bears had the 21st-ranked passing offense in the NFL. Nearly four years and three offensive coordinators later, the Bears rank 31st in passing — next to last — through 10 games.

    They have regressed despite investing a ton of money in skill-position players. Wide receiver Brandon Marshall was acquired for a pair of third-round picks. He makes a little less than Cutler with a cap number around $9.3 million this year and for each of the next two. Matt Forte, generally an unused weapon in the passing game this year, was rewarded with a four-year, $31.5 million deal.

    Before getting to Forte, the Bears signed running back Michael Bush to a four-year, $14 million deal with half the money guaranteed. Woeful tight end Kellen Davis was given a two-year, $6 million deal in March. Jason Campbell got one year for $3.5 million.

    The Bears never had paid that kind of money on offense in a single offseason, and it has gotten them nowhere. The Bears rank 30th in offense, ahead of just the Cardinals and Jaguars.

    Who is to blame?

    Absolutely everybody.

    The obvious problem has been the offensive line, but that has been a problem for years. Did new general manager Phil Emery get bad information from coaches — or maybe a scouting department he has called the best in football — regarding guys like right tackle Gabe Carimi? Regardless, he operated with either an ostrich approach or hope-and-prayer carelessness when he failed to improve the offensive line.

    No, giving $700,000 to guard Chilo Rachal doesn't count as a major upgrade. It just underscores how badly the team erred in judging guys like waived former first-round pick Chris Williams and center/guard Chris Spencer, whose $2.5 million base salary is the highest on the unit.

    The jury is out on Emery's first draft, but the failure to select a single lineman makes everybody regard the position as a top priority now. Problem is, the defense is getting older. Have the Bears already squandered a golden era of its defense by failing to build sustained success on the offensive line?

    There is nothing wrong with going on the cheap at certain positions. The Patriots have done it on the offensive line and still managed to win. But you can't have tackles getting bull-rushed by linebackers, even guys as good as Aldon Smith.

    The ultimate blame on offense winds up at the feet of Bears coach Lovie Smith, who is a defensive specialist. But he is responsible for all units, not just the defense. If the offense perpetually lacks vitality and creativity, it's his job to make the moves to create.

    The best seasons the Bears have enjoyed under Smith both ended at the hands of franchise quarterbacks. Peyton Manning beat the Bears in a Super Bowl and Aaron Rodgers got them in an NFC championship game. If Smith can't get it done with Cutler, will he be the quarterback who finally gets him?

    well its common sense when you have more money invested in the rb position then the oline there is a problem. We didnt need big money on two rbs that is a luxury. Pick one and find a more economical option to complement. Sure Bush was pretty fair contract but still a luxury. You take all the wasted cap on this team we could have had Grubbs or Nicks instead I have st gunners all over the place

    I'm willing to give Emery a pass,there was no way he could know just how bad this line was.
    I would imagine that a lot of people sold him on the "potential" of some of these bums.
    Coming off last year,the Oline was brutal,but showed some improvement.
    This year,they seem to have regressed;it's only the magic of Jay Cutler making them a step above turnstiles.

    Whether or not Emery either believes that he was mislead by one or more of his coaches -- or he continues to believe that he can win with them will determine what he does. He has not given a glimpse of his intentions that I can see. Anything he has said has been in complete support of Lovie, so unless he was posturing or has changed his position, I would say that Lovie will probably be a Bear next year.

    We all know that Lovie Smith is not an offensive coach. He never has been and never will be. He came from a franchise in the Tampa Bay Buccaneers who had some of the worst offenses for a championship-caliber team in the history of the NFL. He then went to St. Louis and coached under Mike Martz. One would think that he got used to the success he experienced in St. Louis with Martz, but apparently he did not. He was still stuck in Tampa Bay mode.

    Lovie is a very good coach. He led us to a Super Bowl and two other division titles. Right now, he's got the team tied for the top spot atop the NFC North, pending the next ballgame. I really don't see us making the playoffs this year due to his choice again in offensive coordinators. He's got a potential dynamo in Bates to run the offense if he's ever properly utilized. Cutler was at his best in Denver when he had a good offensive line that allowed a league low 11 sacks. Right now, we're lucky if we don't give up half that many sacks per game. The problem with Lovie is that he's a stubborn son of a bitch. There was never a better example of his stubborness than in 2006, when he kept insisting that Rex Grossman "is our quarterback." We all know those familiar words, remember them well, and cringed as he struggled greatly in the Super Bowl and in other games throughout the course of the year.

    I fear Lovie's obstinate nature will ultimately lead to his downfall. I think a lot of this team's offensive woes would be solved if he would promote Bates to offensive coordinator and demote Tice back to offensive line/tight ends coach. Bates is the most talented offensive mind we've had in some mind, while Tice is best suited working with one piece of the offensive cog rather than trying to grasp the big picture, which is turning out to be a miserable and abject failure. We're going to lose at least four more games this season in my opinion, to Minnesota twice, to the Packers, and probably to the Seahawks. All have good defenses. I would even not be surprised to see the Bears lose to the Cardinals and Lions. There are no guaranteed wins the rest of the way this season. We'll have to play over our heads if we have hopes of getting to the playoffs, much less winning our division.

    Those are some good points Dags. I'm not sure Tice is a decent OL coach either. We can do better IMHO. We have the #32 rated oline in the entire NFL - again. How many years do you keep a position coach who has the worst performance in the entire NFL?

    Dump him. Get somebody in here who has a clue.

    I was referring to relegating Tice to the offensive line position coach again for this season. If I'm Lovie Smith, there is no question in my mind that I replace Tice on this coaching staff and also get rid of Tim Holt, the current offensive line coach. We need a complete change in culture on offense, and it start at the very top with Tice and trickles down through the rest of the coaches excluding Jeremy Bates. Drake needs to go, too.

    Yes, it's one of many "near death experiences" that happen to QB's playing behind the Chicago Bears OLine. At some point, if we don't keep Tebowing for our poor QB's, I fear they may leave in a body bag.

    Despite the dread the OP article gives off, the Bears aren't the first team to invest a ton of money in bad players. And they won't be the last. But we absolutely DO NOT need to fan the flames of despair in the woeful Bear faithful. So, FU Mulligan. Hope you had fun writing this dreck.

    Everyone knows the line is the problem. Everyone with an ounce of football knowledge knows the game is won in the trenches. If you're going to build an offense to last, you have to start with the line. Without it, all the skill position players you acquire aren't going to be able to do squat.

    Having said that, it's common knowlege that free agency have been devoid of top-tier talent for a couple of seasons now. And the Bears haven't been in a position to draft a blue chip OL in a long time. And when they were, Angelo traded out because he didn't deem the talent worthy of the pick.

    Which is why he's still looking for a job.
