JABF, I don't think any team could handle losing both their 1 and 2 wr's. I just don't see that as so far down the list that it's of no importance; it's a luxury, it's where in the 6th/7th/UDFA route.
I think you hold Hester to an unusally high standard for a #4 wr. The below are #3/#4 wr's w/similar catches as Hester:

These guys are only getting a handfull of looks each game, they are not who are winning/losing games. Hester is basically right between the 2 in everything. He's got decent yards, decent average, he's made more big plays, but not as many 1st downs.
I'm not saying he's great, far from it, but he's a solid #4th option ecspeically when you add into it his KR/PR duties.
