Emery has to have to clout simply by their decision to bring him in, but he would need to lay out his case well. If he did that, Phillips/George, et al. would be in a tight spot. I don't see Emery forcing the issue, even if he wanted to. He will support Lovie's extension, while he quietly builds this team the way he wants. I think Emery knows that he will, in all likelihood, outlast Lovie regardless.
