But the "personnel buck" stops with the general manager IMHO. The Chicago Bears franchise is a billion-dollar entity comprised of a number of people assigned full time, year round, to judge talent. They, like the coach, answer to the GM. The GM pulls the draft trigger.
Certainly, a coach should have SOME input regarding personnel. It is input only. The GM alone is ultimately responsible for the talent provided to the coaches.
