Yep $2 mil isn't really much to bargain with and if you do how much do you gain when his vet minimum salary would be about $1 mil anyway. The incentives you offer would have to add up to more than just another mil anyway and then you're back where you started from or worse.
It's probably a 50/50 thing that will depend a lot on what a new HC wants to do. If he thinks he can get some offensive production out of him then he comes pretty cheap but if he remains as a KR/PR he needs to be a lot more productive in order to earn that $2.1 mil.
