I don't believe for one second that he endorses really late hits on quarterbacks, cheap shots, etc. He will get after a player for a dumb penalty or a cheap shot, rather that he doesn't seem to change their behaviour long term. It seems like such a contradiction that his teams were so well prepared, but couldn't avoid the penalty problem.
I should be clear that I'm talking about the roughing penalties. Overall, the team was decent when it comes to things like offsides.
