They're much more balanced as far as cap spending goes which to me at least explains some of the disparity between them on the offensive side of the ball. But that's changing now that Emery is here.
Just think about what that balance must have looked like before we added Marshall and some of the other offensive additions and Urlacher's contract was in the mix as well. JA and Lovie were not exactly offensive spendthrifts.

Good point, and I would only add the fact that it was more than a money issue alone. They also had problems judging talent on offense. So it was money AND talent judgment woes.
I will always believe that they really didn't care much about the offense. Lovie believed a great defense and special teams, was all you really needed. The offense was a "necessary evil" that you had to have on your team. Like the crazy aunt you keep locked in the attic, you just try to forget they're even there.

Yeah but who was that crazy aunt. Lovie or Angelo, or was it Aunt Clara from "Bewitched"? 
Like Polian said you usually have to make a choice about which unit you want to make elite and in their case cap commitments they made to guys like Harris and Hester handicapped them. Even though some of that money was never collected it still had to be accounted for in the event that they did.
It's a slippery slope and in the end they couldn't quite negotiate it. McCarthy and Thompson did a much better job up North but I do think the worm is turning now. It's just gonna take another year or two to see the final results.

Hate to say it, but moving Hester would clear up some space. He's not worth that big of a share of the WR money...and would reduce the overall amount of the money going to WR's. Hopefully Jeffrey and Bennett can pick up the slack.

They aren't planning on keeping him as a WR but rather as HOF KR/PR Specialist. If he gets his chops back he's game breaker and if not he's just as cuttable later. The coaches have spoken up for him so I don't believe he's going anywhere this year.
