First of all ... its not England ... it's Mexico.
Largest audience for an NFL game ever was 112,000 ... in Mexico City.
Mexico City to Miami is 1300 miles. Chicago to Miami is 1200 miles.
Mexico City is on Central Standard Time.
The population of the tri state area supports 2 New York City teams. 17,000,000.
The population of the greater Mexico City area supports no teams. 25,000,000.
Da Raiduhs (Al Davis) and Cowboys (Tex Schramm) have been broadcasting into Mexico since 1967.
Theres an audience. 
Think : Cash cow Goodell.

Well, I think they would have to create several more teams in England or Europe for this to happen. A team traveling from england from the USA could be quite excruciating.

Mexico is too war torn to want to build a team there. They would be spending a majority of profits on security.
Without weaponz it's just another airline!

They've been there done that with the Euro-league. It'd be one helluva home field advantage to have one NFL team in England though.

I think the Chicago police do that with North Lawndale already. But still theres BEARS.

Where do you think the drugs come from that go into neighborhoods in Chicago that are shot full of holes?

No Houston
No Arizona
No St.Louis
No Kansas City
No Denver
No Oakland
No San Diego
No San Francisco
No Minneapolis
No Los Angeles

How many SUPERBOWL WINNERS and LOSERS are in those teams?
Near as I can tell ... ALL of them ...except Houston.
Expansion into Mexico and Canada are the next way to go.
Gimme faster jets ... I'll give you England Goodell.

I am not saying I agree to expanding a team to London. NFL Europa had it's chance and got canned. But I do understand why they wouldn't want a team actually located in Mexico. I see no problem putting a team in Canada. It has worked for other Pro sports.

One step at a time in both drections. BTW ... one of the richest men on the planet owns the telecomunications in Mexico.
And he smells more money to be made.

Goodell is just too greedy. To put a team outside of the USA. But if he wants to put a team outside of the USA, how about Mexico to begin with. And take it from there. To Europe and Canada, wherever.
