That group of owners didn't have the time to dedicate to it.

So it ended up not getting used. The actual owner just decided to kill it. The economy has made the webmaster business tough. Competing with facebook doesn't help. So owners didn't have the time to share ideas on success, some didn't even want to do that in these tough times.
