Well, dont really need DBZ back..think we are all used to DBS by now. If you still own the domain name and want to use it, maybe use that as a kind of blogging site where people can write articles, or post NFL/Bears memes they create or something. More of a creative site then an actual message board.
As far as this board goes, i think the number of forums are just right: not too many, not too little, and separated in a way that makes sense. Although, you probably could merge all of the Graphics sub forums into a single Graphics forum (gallery, requests etc), since those are hardly used anyway.
Only real criticism i would give is that the board layout is looking a bit dated. Alot of internet sites and places have updated to the more modern "Clean" look, i think this place could use the same treatment, especially the navigation area underneath the banner. Here's an example of a "clean" layout for vB:

Oh, and bring back the Flashchat room we used to have, everyone likes that a thousand times more on gamedays then the shoutbox chatroom.
And as far as traffic goes, its all about Social media these days, twitter and FB. I know you guys already integrate that, but maybe you guys can do giveaways for members like you once did (if you have to bump up our Superfan price a few bucks to help pay for prizes, thats fine by me). What alot of sites and companies do on FB is they make a post, and they have people "share" their FB page, and they select a random person out of the people that shared the link to give out the prize.
So, lets say you have 50 DBS members who follow/like the DBS facebook page...make a post saying its a monthly giveaway, and that a random member who shares that post will be chosen to receive a Bears prize. So, those 50 members share the link, their friends and family see it (and you know most of them are bears fans as well). More shares, more chance of new members.
