Still have to be voted on by the owners yet.

    http://profootballtalk.nbcsports.co...committee-announces-new-rule-bylaw-proposals/

    Rule change proposals:

    1. Move the kickoff to the 40-yard line.

    2. Expand instant replay to include personal foul penalties.

    3. Eliminate overtime in the preseason.

    4. Extend the goal posts an additional five feet above the cross bar.

    5. Move the line of scrimmage for one-point extra point kicks to the defensive team’s 25-yard line. Two-point conversion attempts would still be snapped from the 2-yard line.

    6. Put six cameras on all boundary lines — sideline, goal line, end line, to guarantee coverage for replay reviews.

    7. Permit a coach to challenge any official’s decision, except scoring plays which are automatically reviewed.

    8. Protect players from getting the sides of their legs rolled up on — the rule already says a blocker can’t hit an opponent in the back of the legs, this proposal will add “or side” to the rule.

    9. Allow the referee to consult with members of the NFL officiating department during replay reviews. The referee would be able to speak with the command center in New York to help in reviewing a play.

    10. Re-organize the rules about what can be reviewed and what cannot be reviewed, including making the recovery of a loose ball in the field of play reviewable. (This is referred to as the NaVorro Bowman rule, after a controversial call in the NFC Championship Game.)

    11. Don’t stop the clock on a sack. (cant believe this isnt a rule already)

    12. Modify pass interference so that it can be called within one yard of the line of scrimmage. (Dafuq??)

    13. Enforce defensive fouls behind the line of scrimmage from the previous spot, rather than from the end of the run or from the spot of the foul.

    Bylaw proposals:

    1. Raise the number of active players on game day from 46 to 49 for regular-season games played on a day other than Sunday or Monday, excluding Week One.

    2. Raise the practice squad limit from eight players to 10 players.

    3. Permit clubs to trade players prior to the start of the league year.

    4. Eliminate the cut-down to 75 players during training camp and instead just have one cut-down from 90 players to 53 players. (clean and sweet. Like this proposal)

    5. Permit more than one player to return to the active list from injured reserve so that any player on injured reserve could return after six weeks.

    6. Permit each club to time and test up to 10 draft-eligible players at its facility, and allow any club that wishes to attend timing and testing at another team’s facility.

    7. Adjust the time of the roster reduction from 53 after the fourth preseason game from 6 p.m. Eastern to 4 p.m. Eastern. All teams would have to have their list of final cuts in by 4 p.m.

    Resolution proposal:

    1. Permit a home team with a retractable roof to open or close its roof at halftime, instead of having to determine at the start of the game whether it is open or closed.

Absolutely hate adding "or side" to the low block rule. One it's a really unclear line on what is the front and what is the side. This likely would just take backside cut blocks out completely and the run game would suffer. Another one I can't stand is the PI change. So what I'm getting out of that is the 5 yard rule is essentially gone because a qb could and should just throw the ball at a receiver getting jammed and be awards a PI call? There are enough rules to limit what defenders cannot do the last thing we need is more. Reading the list just further reinforces my fear that Goodell and co want a game that resembles Canadian football with yardage totals often exceeding 1000 yards per game and about 80 points.

If this is the case, why not just completely eliminate kickoffs and have teams start with the ball at the 20? The number of balls going through the endzone is going to skyrocket

Not bad. Make extra points more exciting

Does this mean challenge penalty flags as well? If so, that could get interesting

I would assume so, and im ok with it, since the coaches still only get the same total number of challenges, so they still have to use em wisely.

I really hate this one. So if you can gain 2 or 3 yards, where ever the hell they place it currently, it's worth 2 pts but if you kick it 43 yards it's worth 1 pt. Makes zero sense to me. I wish they would just leave it as it is. It's a very short kick. That's why it's only worth a point & it's called an extra "point". How would we feel the 1st time we lose a game by one point because we missed a 43 yd POINT after TD

But if the genius owners want to change it because it's "boring", how about an option to kick it from the 45 yd line for 2 pts or run a play from the 3 yd line for 2 pts, whichever the scoring team prefers, but still leaving the option of kicking from the 10 yd line for 1 pt. Or kick from the 50 yd line for 3 pts.

How long was the FG he missed against Minny that ended up costing us a Divsion crown? Between the 40 & 50 is when he misses the most. Not only that but it's just insane to have to kick a 43 yd FG for 1 pt.

That was my immediate thought. Why even bother to kick it? Just spot the ball on the 20.

    From KSK....

The NFL Competition Committee had a conference call with the media on Wednesday to unveil the various new rule proposals raised by teams. Through an intricate method of deception we’d rather not get into, KSK found itself on that call. Let’s share some of the proposals we heard.

Panthers propose completions to receivers with fewer than 100 career catches are worth 5x as many yards.

The Dallas Cowboys ownership proposes all cheerleaders take off those itchy uniforms.

    Redskins propose racism’s dead.

Bengals propose money they save on front office positions should be credited to their salary cap.

49ers propose the league switch from Nike to Old Navy for sideline apparel sponsorship.

Jets propose fur coats as sideline apparel on throwback day.

Raiders propose a “three strikes” policy for fans caught stabbing opposing players.

The Texans propose that rhinestones and pearl buttons be added to uniform numbers.

San Diego proposes P.O.D. become the officially licensed band of the NFL.

Colts propose that quarterbacks are to be ruled down if their horse and buggy gets tipped over.

Steelers propose that the coach is allowed to change on the fly into the game like in hockey, but only when defending kick returns.

The Jaguars propose banning the W-word.

Cardinals propose you can turn on their rolling field during play to pull end zone away from visiting team.

Jets propose a weekly 10-point handicap for any team keeping Mark Sanchez on the roster.

Patriots suggest that teams should be commended for lying on injury reports. Sidelining a player with a pretend injury actually keeps them from getting hurt for real.

Ravens propose changing the ball to a passed out fiancee.

Broncos propose 30 points be awarded if your center snaps the ball so far over your QB’s head it goes through your own uprights. Double that in the Super Bowl.

New York Giants propose mandatory nap and triscuit breaks every quarter.

Tampa Bay proposes that hits to the neck of the QB be considered roughing the passer.

Bears propose no one vaccinates their children, protecting a new generation of future NFLers from possible CTE or measles.

Everyone working for the Browns would like to propose bankruptcy.

Packers propose that blackout rules be changed such that attendance is measured not by seats sold but by combined fan tonnage

Eagles propose that everyone in the world go f$^&** themselves.

If a Team that kicked off from the 40 would just kick it high (like Reggie Roby use to punt). You could pin a team inside the 5 team yard line with a fair catch. Which would make the NFL change the rule in a few years. LOL. Go back to the 10 yards of hitting / jamming a receiver . The sack should have ALWAYS kept the clock running, failed run attempt.

Nope, too much room for unfair manipulation. Tear the roofs off all of them and make 'em play outdoors the way the game was meant to be played. Pussies.

Make it interesting JABF..start everyone off at the goal line lol i'm kidding of course, but if they want be stupid go all out right lol

I have to admit though, there is a part of me that would enjoy watching certain teams struggle to avoid safeties on a regular basis lmao

By the time Goodell is through, the game will be so safe that the players won't even play football - it will just be a "show" that they put on for us - like a Broadway play or watching a movie. We'll all sit and watch them "act out" the game and feed on zillion-dollar food and beer. They'll have Monday, Tuesday, Wednesday, Thursday, Friday & Saturday games too.
